In 1979, the United Nations began developing an international treaty that would protect the rights of children everywhere. The United States was an active and prominent participant in the development phase of what is now known as the United Nations Convention on the Rights of the Child (CRC). Despite its high level of involvement in the creation of the CRC, the United States never ratified this important treaty. In fact, only two UN member states have not ratified it: the United States and Somalia. Since the United States has programs and policies in place to protect children, some have debated whether there is a need for the CRC in the United States. Indeed, although systems and laws exist to protect children and meet children's needs, it is no secret that too many children in the United States continue to face considerable adversity, including insufficient health care, inadequate educational opportunities, and high rates of poverty, abuse, hunger, infant mortality, and incarceration. In the United States, the CRC could be used as a key framework for guiding action and guaranteeing all children's rights.
